Since Qatar’s 2019 foreign investment reforms, 100% foreign ownership is now permitted for many business activities. If your activity qualifies, you may not need a local sponsor at all. Setting up through MOCI under the new ownership rules, the QFC, or the QFZ could give you full ownership with no sponsorship requirement.

Individual Qatari Sponsor : This means a Qatari national holds the required share in your company. This works well for simpler business setups, but keep in mind that renewals and signatories depend on that individual’s availability, which can vary.
Corporate Qatari Sponsor : This means a 100% Qatari-owned company holds the required share. This gives you multiple authorised signatories, stronger governance, and better long-term continuity. For businesses that need a reliable, structured setup over time, this is the more dependable option.

After your CR is issued, we create a formal Memorandum of Agreement (MOA) between you and your Qatari sponsor. This is not optional and it is not a formality. It is the document that defines your actual position in the business.

An MOA, or Memorandum of Agreement, is the internal contract between you and your Qatari sponsor. It defines operational control, profit distribution, the sponsor’s role and limitations, renewal obligations, and what happens if the relationship ends. Without a properly drafted MOA, your rights as the foreign investor are not formally protected. We draft this as a standard part of every arrangement.
We offer mediation between you and your Qatari sponsor. If the relationship cannot continue, we manage the sponsor replacement process. Both scenarios are documented in the MOA from the start so the path forward is always clear.
No. Day-to-day operational control stays with you. The sponsor’s role is formally limited in the MOA to their function as a legal shareholder for regulatory compliance. They are not an active participant in running your business.
